Refuge Bible Fellowship Leadership

Refuge Bible Fellowship is blessed to have a leadership team who are truly dedicated to Christ and accomplishing His will. Following are brief bios of our leadership team and their qualifications for ministry.

David Vannoy

Senior Pastor

David Vannoy was born and grew up in the beautiful mountains of North Carolina.  When he was in his mid-twenties the Lord called him into the gospel ministry and he began serving as a pastor while attending Fruitland Baptist Bible College. In 1987 he graduated from FBBC with an Associate’s Degree in Pastoral and Christian Ministries.  Following graduation, he and his family moved to Memphis, Tennessee where he interned under Dr. Stephen F. Olford at Olford Ministries, International.  Returning to the mountains of North Carolina in 1989, he began a new pastorate.  A move to Florida came in response to the call of another church in 1994, where he served until 2011.  Called to another pastorate in North Carolina, David and Donna served there until returning to Florida in 2016.  Following the Lord’s leading they planted a new church, and thus Refuge Bible Fellowship was born on December 1, 2016.  

Pastor David has a passion to expound and communicate the Word of God.  It is his heart’s desire to shepherd a fellowship where the Lord God is worshiped wholeheartedly and the Lord’s manifest presence is experienced.  With a commitment to sharing the Gospel and discipling believers, Pastor David’s vision for the Body of Christ at Refuge Bible Fellowship remains strong. 

Pastor David and Donna have been married for 46 years, and they were blessed with two sons, Matthew and Samuel.  Matthew resides in heaven, and Samuel and his wife, Ashley, live in Bunnell.  More blessings added to their family include 6 grandchildren, ranging in age from 18 years to 5 months.

Josh Ness

Associate Pastor

Josh Ness was appointed to serve as Refuge Bible Fellowship's Associate Pastor on February 1, 2023. Prior to that, he served as Youth & Worship Pastor of Petra Baptist Church in St. Augustine, Florida.

The attributes that best describe Pastor Josh as a pastor are strong preaching, leadership development and counseling. He has expressed a burning desire to lead a church like Refuge Bible Fellowship where biblical views are embraced and encouraged, with members who care about the needs of those around them and who want to connect others to the body of Christ. Pastor Josh takes worship and preaching very seriously, spending the first hours of his day focused on Bible study.

Pastor Josh has been happily married since 2020 to his wife, Courtney. They have 2 children: Malachi & Micah.
